Steve Neal, Executive Director Executive Director
Steve Neal

Steve has been the JCTA Executive Director since 1982. Previously, Steve had taught middle school and was a UniServ Director in Indiana. Among his responsibilities, Steve serves as JCTA’s chief negotiator, lobbies the General Assembly, and manages the staff. Every summer, Steve also teaches bargaining skills to aspiring UniServ Directors at the National Education Association’s Mentoring/Intern program.
UniServ Directors
UniServ Directors work in member advocacy. They represent members in investigations, process grievances when members’ rights have been violated, and perform other work to help the association implement its policies and meet its goals. DeeAnn comes from a legal background and has been at JCTA for seven years. She is the editor of ACTION, and works with the Constitution Revision Committee. DeeAnn is an endorsed School-Based Decision Making (SBDM) trainer. As a product of the public school system in Carroll County, DeeAnn believes she received an excellent education and has confidence that our public schools can and do provide the quality education that kids deserve. After 31 years teaching and serving on the JCTA and KEA boards and the Education Professional Standards Board, Sandy came to work at JCTA in 2000. Sandy works with the Credentials and Elections and Membership committees. After graduating from Murray State University with a bachelor’s degree in elementary education with an additional certification in middle school English and Social Studies, Chanda taught 6th grade social studies for three years in a middle school in Hardin County. Chanda then spent two additional years working at the same middle school as the library media specialist after receiving her master’s degree in Library and Information Sciences from Texas Woman’s University. Chanda coordinates the retirement dinner and the Martin Luther King, Jr. event each year. She also does research and designs many of JCTA’s mailings. Chanda works with the Human Relations Committee and the African American teachers’ caucus. Click here to see a list of schools with which Chanda works.

Bill joined the staff of JCTA in 2004. A private attorney for over 30 years specializing in civil rights, criminal and employment law, Bill was elected to Louisville's Board of Aldermen in 1999, serving four years. Bill coordinates our political action work. “Learning from my wife, Pat, a JCTA member for over 35 years, I know that JCTA is the reason public teachers in Jefferson County have good salaries, excellent health benefits and a secure pension program. A growing and active membership along with strong leadership, makes JCTA a leader in the state labor and teachers movement and a political force state-wide. Michelle joined the JCTA staff in 2005. She holds a bachelors degree from UNC Chapel Hill and a masters degree in education from Indiana Weslyan University . She taught elementary in JCPS for over seven years. Michelle monitor the Education Professional Standards Board. Liesa was a music teacher in JCPS for 18 years. She joined JCTA in 2007 and works as one of JCTA’s lobbyists during the legislative sessions. She also monitors the Kentucky Board of Education meetings and is the staff person who works with the Spotlight committee and Itinerant and Librarian caucuses.
